Riders in Portland gathered Sunday afternoon at the Skidmore Fountain. Organizers say it is an all-ages event and remind participants to remain decent. People in cities across the country take part in the annual “No Pants Subway Ride. ” The event was started by the group "Improv Everywhere" in New York back in 2002.
